Welcome to SSS
At Norea International School, we believe that every child deserves to feel valued, connected, and empowered to succeed. Student Support Services is a whole-school commitment to creating inclusive learning environments where every learner can thrive academically, socially, emotionally, and personally.
Guided by our school vision of Nurture. Innovate. Succeed., we work collaboratively with students, families, teachers, and specialists to ensure that every learner receives the right support, at the right time, in the right way.
We believe that learning begins with belonging, and that meaningful support is built around the learner—not the other way around.
Learning Through Belonging
Wrapping Support Around Every Learner
Message from the Student Success Coordinator
Welcome to Student Support Services at Norea International School.
Every learner arrives with unique strengths, experiences, languages, interests, and aspirations. Our role is to recognize those strengths and create opportunities for every child to flourish within an inclusive learning community.
Student Support Services is not simply about providing additional support—it is about building a culture where every learner feels safe, respected, challenged, and valued. We believe that students achieve their greatest success when they experience a genuine sense of belonging and are supported through strong partnerships between home and school.
Working alongside our dedicated teachers, families, and external specialists, we strive to ensure that every learner has equitable access to high-quality learning while developing confidence, independence, and resilience.
Whether supporting multilingual learners, promoting social-emotional wellbeing, or coordinating individualized learning support, our mission remains the same:
To help every learner belong, grow, and succeed.
Mr. Jomar B. Conde
Student Success Coordinator
Our Philosophy
Learning Through Belonging
At Norea International School, we believe that belonging is the foundation of learning.
When children feel safe, respected, understood, and connected, they are more willing to participate, take risks, develop resilience, and achieve their full potential.
Our philosophy recognizes that every learner is unique. Rather than expecting students to fit one pathway, we intentionally design responsive systems of support that honour individual strengths, needs, languages, cultures, and identities.
Our commitment is reflected through four guiding principles:
Belonging – Every learner deserves to feel accepted, respected, and included.
Equity – Every learner receives the support they need to access learning.
Collaboration – Families, teachers, specialists, and students work together as partners.
Independence – Support is designed to build confidence, competence, and lifelong learning.
Support is not where a student goes. It is what we build around them.
Wrapping Support Around the Learner
Every learner is unique.
Rather than expecting students to fit a single pathway, we intentionally wrap support around each learner through collaboration between:
Students
Families
Classroom Teachers
Student Success Team
School Leadership
External Specialists (when appropriate)
Together, we ensure that support is proactive, responsive, and personalized while maintaining every learner’s connection to their classroom and school community.
Our Multi-Tiered System of Support (MTSS)
Our Student Success Framework is delivered through a Multi-Tiered System of Support (MTSS), a proactive and evidence-informed framework that provides the right level of support at the right time.
MTSS is built on three interconnected levels:
Tier 1 – Universal Support
High-quality, inclusive classroom teaching forms the foundation for every learner. Universal supports, language-responsive instruction, social-emotional learning, and differentiated teaching ensure all students can access learning.
Tier 2 – Targeted Support
When additional support is needed, students receive targeted interventions designed to address specific learning, language, or wellbeing needs while remaining connected to their classroom learning.
Tier 3 – Precision Support
For learners with more complex or persistent needs, individualized plans and coordinated support are developed in partnership with families, teachers, and, where appropriate, external specialists.
Our Integrated Areas of Support
Social Emotional Learning (SEL)
We nurture students’ wellbeing by developing self-awareness, emotional regulation, positive relationships, empathy, resilience, and responsible decision-making.
Through proactive teaching and restorative practices, we help students develop the social and emotional competencies needed to thrive in school and beyond.
Multilingual Learning (MLL)
We celebrate multilingualism as a strength.
Our Multilingual Learning programme supports students in developing English while valuing and building upon their home languages and cultural identities.
We believe that every teacher is a language teacher, and language development is a shared responsibility across the entire school community.
Special Educational Needs & Disabilities (SEND)
Our SEND provision provides personalized, evidence-informed support for learners with additional educational needs.
Working collaboratively with families, teachers, and external specialists, we develop individualized strategies that promote meaningful participation, independence, and success within inclusive classrooms.
Student Success Journey
Every learner’s journey is unique, but our approach is always collaborative and child-centred.
Step 1 — Notice: We identify strengths, interests, and areas where additional support may be beneficial.
Step 2 — Understand: We gather information through observation, assessment, and collaboration with families and teachers.
Step 3 — Plan: Together, we develop appropriate strategies and identify the most effective supports.
Step 4 — Support: Support is provided through high-quality classroom instruction and targeted interventions where appropriate.
Step 5 — Monitor: Progress is reviewed regularly to ensure strategies are making a positive impact.
Step 6 — Celebrate Growth: As students develop confidence and independence, support is adjusted to encourage continued success.
